about reviewing and publication of articles

in the journal «Disinfection Affairs»

 

1. General provisions

1.1. The reviewed journal is a journal in which the majority of published articles is represented on reviewing to the experts who aren't a part of edition. Reviewing and assessment of manuscripts is one of the major processes in the edition of the scientific journal and serves as the tool for an assessment of quality of published materials.

1.2. Problem of reviewing is selection of manuscripts, an objective assessment of manuscripts and the comprehensive analysis of a material, merits and demerits of the materials presented to publication.

1.3. The present Situation contains an order of reviewing and the requirement to the reviews, approved as the «Disinfection Affairs» journal Editorial board.

1.4. The edition carries out reviewing of all materials coming to edition corresponding to its subject for the purpose of their expert assessment.

1.5. All reviewers are recognized specialists in subject of the reviewed materials and have within the last 3 years of the publication on subject of the reviewed article.

1.6. Reviewing in the journal will be organized according to the scheme "double-blind peer review": the reviewer and the author don't know each other.

1.7. Reviews are stored in editorial office of the magazine not less than 5 years.

1.8. Copies of reviews go to the Ministry of Education and Science of the Russian Federation at receipt in edition of the edition of the corresponding inquiry.

1.9. The editorial office of the journal before departure of article on reviewing carries out verification of the manuscript submitted to publication on existence of illegal loans.

 

2. Reviewing organization

2.1. Reviewing of manuscripts is carried out in 2 stages: the 1st stage – an assessment of manuscripts on compliance to Requirements to the materials directed for publication in the «Disinfection Affairs» journal, the 2nd stage – actually reviewing.

2.2. The first stage represents a manuscript express-assessment on compliance to Requirements to the materials directed for publication in the «Disinfection Affairs» journal.

2.3. Express-verification manuscripts are carried out by the Deputy chief Editor on editorial work within 5 working days after receipt of the manuscript in Edition.

2.4. The Deputy of Chief Editor on editorial work at implementation of an express assessment estimates the manuscript on compliance or discrepancy to Requirements to the materials directed for publication in the «Disinfection Affairs» journal.

2.5. In case of discrepancy of the presented manuscript to Requirements to the materials directed for publication in the «Disinfection Affairs» journal, the Deputy of chief Editor on editorial work informs the author about results of an express assessment of the manuscript also rejects the manuscript from the subsequent reviewing.

2.6. At compliance of the presented manuscript to Requirements to the materials directed for publication in the «Disinfection Affairs» journal, the 2nd stage of work with the manuscript – actually reviewing begins.

The 2nd stage of work with the manuscript represents actually reviewing.

2.7. Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or Executive secretary choose readers for peer review.

2.8. The reviewer within 5 working days on heading and the summary informs the Deputy of chief Editor on editorial work on the consent or not a consent to give the review of the provided manuscript, or represents motivated refusal of making the review (degree of own competence, existence of the conflict of interests, etc., desire and opportunity to prepare the review).

2.9. The reviewer within 12–17 working days prepares the review and presents it to the Deputy of chief Editor on editorial work.

2.10. The Deputy of chief Editor on editorial work corresponds with authors and reviewers by means of e-mail, the fax, etc. means of communications with the subsequent direction of materials by mail with the signature confirmed by the seal.

2.11. The Deputy chief Editor sends to authors of the presented materials of the copy of reviews or motivated refusal.

2.12. The Deputy chief Editor on editorial work bears responsibility for quality of reviews, timeliness of carrying out reviewing.

2.13. Edition doesn't assume obligations for terms of publication of the arrived manuscripts.

 

3. Requirements to contents of the review and order of publication of articles

3.1. The review has to contain the qualified analysis of a material, objective reasoned its assessment, reasonable recommendations and final part.

3.2. The reviewer at acquaintance to the manuscript answers the following questions:

а) the general interest of the manuscript, interest for this journal and adequacy of the manuscript to subject of the edition and its headings, relevance of the presented material, contents of the manuscript and scientific level;

б) the review may contain recommendations about introduction of obligatory, desirable changes and, if necessary, may contain councils;

в) in final part of the review conclusions about a material as a whole and recommendations about expediency of its publication are drawn:

to accept the manuscript to publication on one of the thematic scientific directions of the journal;

to accept the manuscript with small editing;

conditionally to accept the manuscript with obligatory repeated reviewing;

the decision isn't made before obtaining answers to questions;

to reject the petition to publish the manuscript.

3.3. The Deputy of chief Editor on editorial work during 5 working days from the date of receipt of the conclusion of the reviewer notify the author on results of reviewing.

3.4. In case of need manuscript completions («to accept with small editing», «conditionally to accept with repeated reviewing», «the decision isn't made before obtaining answers to questions») the author within 1–2 months finishes a material with the description of changes and/or objections and repeatedly presents it to Edition.

3.5. After completion the manuscript goes for repeated reviewing. At repeated reviewing the reviewer submits the review within 5 working days. In this case receipt date in edition date of return of a modified material is considered.

3.6. The decision on expediency of the publication after repeated reviewing, and also in case of various opinions of reviewers is accepted by the Chief editor or the Editorial board open voting by a simple majority vote.

3.7. In case of disagreement with opinion of the reviewer the author has the right to present motivated objection to Edition.

3.8. Reviewing is carried out confidentially. The author of reviewed materials is given opportunity to study the review text.

3.9. Reviewers are notified by the Deputy of chief Editor on editorial work that manuscripts are a private property of authors and treat the data which aren't subject to disclosure. Reviewers aren't allowed to copy the manuscript for personal needs.

3.10. Violation of confidentiality is possible only in case of the statement for unauthenticity or falsification of materials.
