The problem of ensuring the quality, availability and safety of medical activity

The analysis of safety indicators of medical activity indicates the presence of structural, organizational and operational shortcomings of the health care system. One of the main reasons for the existing problems is the lack of proper regulation of the actions of medical personnel. To solve this problem, the development of Standard operating procedures (SOPs) in relation to the most important security measures. The formation and implementation of clear, clear, meeting modern requirements of medical science and practice of standard operating procedures in medical practice can become one of the effective elements of the quality management system of medical activities.

Problems of monitoring of microorganisms’ resistance to disinfection agents in healthcare institutions

The present article outlines the issues of microbiological monitoring of microorganisms’ resistance to disinfection agents mainly based on the absence of the unified organizational monitoring system in the Russian Federation, as well as the insufficient coverage of this problem in regulatory documents. The results of the monitoring in one of Moscow’s healthcare institutions are given as an example. 70 strains of microorganisms were isolated in the environment and pathological loci of departments of various specializations, and 27 of them turned out to be resistant. This article presents the analysis of resistance depending on the types of microorganisms, the chemical nature of the disinfection agent etc. Also, the necessity of perfection of the regulatory structure on microbiological monitoring of resistance of microorganisms circulating in healthcare institutions to disinfection agents was justified.

Using the process control devices as a way of increasing reliability of medical devices sterilization

This article discusses the issues of quality control of medical devices sterilization in case of centralized sterilization. The data received using the monitoring and metering instruments of sterilizers, as well as chemical indicators placed in the reference points on the outer side of the packages, is not sufficient to fully determine if the sterilizing agent successfully permeates those packages and devices that are difficult to sterilize. The process control devices (PCD) used for periodic and routine control are recommended for the purpose of improving the reliability of sterilization control and quality. The article mentions the requirements for the process control devices used for various sterilization methods. The method of using process control devices for periodic and routine control of sterilization is also described. The article includes in-depth description of all commercially available sterilization control devices included in the national register of medical devices for steam, EO and steam formaldehyde sterilization.

Experience on the organization and performance of final disinfection in the tuberculosis centers in the medical organizations of Moscow

Experience in Moscow on the organization and carrying out final disinfection in the tuberculosis centres, in the organizations financed from city budget is presented. Works were performed by the State unitary enterprise "Moscow City Centre of Disinfection" on the basis of the Government contract with the Moscow Department of Healthcare on rendering services in ensuring sanitary and epidemiologic wellbeing of the population.

Application of modified atmosphere to arthropods control

Modified atmospheres are used in various fields – in museum practice to control keratophagous insects (moths, beetles) and wood-borers, in stored products – grain, planting material, for the further transportation of fruits, vegetables, cut flowers, etc., and against quarantine pests. The review of the literature contains data from recent studies on the use of nitrogen, carbon dioxide, their mixtures, ozone and other potential fumigants capable of replacing obsolete methyl bromide and phosphine. Data on the ability of insects (on the example of weevils and mealworms) to develop resistance to increased content of carbon dioxide (hypercarbia) and low oxygen content (hypoxia) are given. Nitrogen dioxide and carbon dioxide are effective attractants for mosquitoes, which allows using them in modern traps to reduce mosquito numbers and for scientific purposes to determine the species composition.

The case of invasion and mass dispersal of the ghost ant Tapinoma melanocephalum (F.) in a residential complex near Moscow

Second official indoor record of the ghost ant Tapinoma melanocephalum (F.) in Russian Federation is presented, as well as some aspects of its biology and habits when colonizing modern residence housing. Current control measures of T. melanocephalum are analysed and discussed, together with measures of preventing its range expansion in the country.

Resistance of rodents to anticoagulants

The problem of resistance of rodents to the anticoagulants of first and second generations is considered. The problem is urgent for Russia and the countries of the international community. It has medical and also sanitary and hygienic significance. The history of the use of anticoagulants as rodenticides, general issues of hemostasis, the geography of the distribution of warfarin-resistant populations of rodents, and the determination of the level of resistance of their populations are described. The literature data on resistance to anticoagulants of populations of the gray rat and the house mouse are analyzed. The genetic basis of resistance to anticoagulants and the mechanism of resistance of rodents to anticoagulants are discussed and ways of its overcoming are described.

Increase in efficiency of non-specific prophylaxis in the natural foci of hemorrhagic fever with renal syndrome, situated in the territory of the Republic of Bashkortostan

Key objective of the study was to develop an up-to-date tactics of non-specific hemorrhagic fever with renal syndrome (HFRS) prophylaxis in the territory of the Republic of Bashkortostan, targeted at protection of risk contingents among urban population. Materials and methods. Analyzed and summarized were the long-term data of the Rospotrebnadzor Administration in the Republic of Bashkortostan on HFRS morbidity rates in 2008–2017. Results and discussion. Substantiated has been the fact thatbetween 2008–2017 the most adverse epidemic situation took place in the forest-steppe landscape-geographical zone, where 15408 cases of HFRS infection were registered; i.e. 83.9 % of the total number in the Republic of Bashkortostan. Urban/ rural case ratio in the territory of the forest-steppe area was 65.4 % and 34.6 %, respectively. Conclusions. Tactics of non-specific prophylaxis must take into account the seasoning when the risk of urban population exposure is at its maximum. Preventive measures should be carried out within the time-frame preceding the periods of population density increase in the territories characterized by high risk of infection. In order to avoid HFRS occurrence, first and foremost, mundane group package of preventive actions must include community, barrier deratization and community disinfection.
